If the City Council fails to enter into the YOU within one year of signing it pursuant to Section 6.1, the YOU is superseded and the Mayor/Council is responsible for the implementation of the YOU. The memorandum shall provide, but not be limited to, each of the following: a. The name of the City and the Community Planning and Development (CPD) division within the City. b. The number and location at which the feasibility study will be conducted, including but not limited to that location and day, time, day of each week of fiscal year 2035. c. The time frame within which the study is to be completed, including time the study will be performed through and including fiscal year 2021. d. The anticipated start and finish dates for the feasibility study, including but not limited to a one-year or a five-year time frame beginning the moment the YOU is implemented. e.
