P. O Box 710. Santa Clarita. CA. 91337 CODE: IW001 IOWA STATE PRIVATE ASSISTANT FOR REFERRAL MEDICAL SERVICES DIVISION DISTRICT OF COLUMBIA THE POPE TUESDAY, APRIL 7, 1998 10:12 AM SACRAMENTO, Calif. (AP) The American Medical Association is asking doctors, nurses, dentists and other health professionals who see patients without insurance to pay a fine starting at 50 for failing to register with the federal agency. The AMA's action comes after Congress passed the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, or PRIOR. The law requires individuals to provide more information about whether they have health insurance before getting care. “The AMA recognizes the need to protect health care access in the United States but believes that it is wrong to fine people who pay the fine,” AMA President Dr. James Rugby said on a conference call this week. In response to a congressional request that AMA members report for an initial examination or renewing their memberships from 1986 to 1992, the AMA reported that its medical staff has reported to Congress that 2,894 physicians and 4,086 others did not file and report the information requested. The AMA is asking its members to notify the agency of “any medical practice without insurance by January 31 of the following year, and make any changes to the coverage status of a practice for the plan year.” The AMA also asked members “to complete an application for membership in the AMA that is in the form requested by the Secretary and include a signed statement from the practicing individual describing the health care they expect to provide their patients.” The AMA's proposal urges the secretary of the U.S. Department of Health and Human Services to “immediately” publish the information the AMA sought. If the AMA gets the information through public information requests, Rugby said, the state could then amend its registration laws to require the information to be submitted to the federal agency if doctors fail to file it. “The secretary of HHS must be able to enforce the registration laws if the laws are not enforced, or the information provided is incomplete or incomplete and the secretary of HHS must be able to enforce the laws if the information is incomplete,” he said.
